Jack Rushton was a successful business consultant in Kuwait until Saddam Hussein decided to invade. After the Allies' victory Rushton, now desperately short of money and living in England, returns to Kuwait to collect his meagre savings.

Whilst there he meets Hamadi, the millionaire head of an old and distinguished Kuwaiti family, who wants Rushton's help. Hamadi's daughter Noura was tortured and killed by the Iraqis despite the deal he had made for her safety with an Iraqi colonel -- Jalloul. Jalloul has disappeared, pocketing the first payment of one million dollars--and some confidential papers which could ruin Hamadi if they fall into the wrong hands. Negotiating with the enemy, let alone one who adds smuggling gold to murder, will not be dealt with kindly by the Kuwaiti government.

Rushton reluctantly agrees to find Jalloul and is plunged into a nightmare world of violence and double-dealing.
